CICE5: Add CI manifests that compile with gcc and oneapi

Currently the CI only tests compilation with %intel:

1. We need to ensure CICE5 (standalone) can be compiled with gcc and oneapi too.
2. Since we have officially released ACCESS-OM2 with oneapi, the CI manifests should do a test build of access-om2 with %oneapi.
3. IIRC, deterministic builds only work properly for oasis3-mct, so feel free to drop the test where it is enabled.
