This document maps every requirement of the UNDP InnoCentive Challenge to its implementation in VERITAS, as submitted in April 2026. A complete checklist is followed by a line-by-line audit referencing the official requirements document.
Reading note (July 2026). The April submission is complete and was delivered on time. Since then, the codebase has undergone a further hardening cycle — an independent execution-level review of the CERTUS engine (v3.2.1 → v3.2.2), an honesty pass across the frontend integration and AI module, and one new capability (rescue-signal acknowledgment receipts). Those post-submission changes are recorded in the dated "Post-Submission Hardening" section at the end, kept separate from the as-submitted record so the compliance claims attach to exactly the state they describe. Status uses three marks: ✅ complete as submitted · ◐ partial (architecture present, completion path stated) · ✗ not met.

Every requirement from the official challenge document, mapped to its implementation. Gaps identified in the pre-submission audit were resolved before submission; the one remaining partial (offline photo AI) is stated honestly rather than marked complete.

Before submission, the following ten gaps from the initial internal audit were closed:
- Building footprint grid – OSM building-focused tile layer added to both report and responder maps.
- Supabase enabled + real-time updates –
USE_SUPABASE: true; PostgreSQL subscription added; map auto-updates on new reports. - Infrastructure types – Expanded to all 8 UNDP categories plus "Other, please specify".
- Electricity labels – Exact UNDP wording: No damage observed, Minor, Moderate, Severe, Completely destroyed, Unknown/cannot be assessed.
- Health labels – Exact UNDP wording: Fully functional, Partially functional, Largely disrupted, Not functioning at all, Unknown.
- Pressing needs – Added the 6 missing categories: cash assistance, livelihood restoration, WASH, basic services restoration, protection services, local authority support.
- Shapefile export – shp-write library integrated; export button added.
- Versioning logic – Map shows only the most recent report per location cluster (latest timestamp wins).
- Modular form architecture – Report form built from a JSON configuration; fields added or reordered without touching HTML.
- Real-time map updates – Supabase channel subscription verified in the responder dashboard.
All ten were live and tested in the submitted prototype.
These changes were made after the April submission, during a polish pass while awaiting results. They are recorded separately so the compliance claims above attach to the as-submitted state, not to later work.
- CERTUS engine v3.2.1 → v3.2.2 (execution-verified). An independent execution-level code review found and resolved 19 findings (2 FATAL, 4 CRITICAL, 4 HIGH, 6 MEDIUM, 3 LOW), including a parse defect and four documented-but-unimplemented mechanisms (epistemic ceiling enforcement, graduated model trust, weight self-calibration, cumulative appeal ceiling). The engine now passes a parse check and a runtime smoke suite, gated in CI. Cumulative across the full lineage: 76 findings resolved, 0 open.
- Honest photo→score pipeline. The frontend integration and the AI module were corrected so that when AI analysis is unavailable, the system records no judgment (NOT_EVALUABLE) rather than a fabricated one, and mock scores are clearly labeled wherever a user sees them. No fabricated evidence can enter scoring at any layer.
- Rescue-signal acknowledgment receipt (new capability). A responder can acknowledge a rescue signal on the dashboard; the acknowledgment is STP-sealed (tamper-evident) and returns to the sender's device, showing "a responder saw your signal at T." It proves the signal was seen — never that rescue is dispatched, stated explicitly in six languages. This closes the receipt-of-signal gap for the rescue feature.
- Documentation honesty pass. README, CERTUS.md, and this file were aligned to a three-state (✅/◐/✗) honesty standard so every claim sits at exactly the strength the code supports.
None of the above changes the April compliance position; they strengthen the same requirements the submission already met.
- Building footprint: Open the report or responder map, zoom in, toggle the "Buildings" layer.
- Real-time updates: Submit a report while another window has the responder dashboard open — the new report appears immediately.
- Form modularity: Inspect the JavaScript; the
FORM_CONFIGobject defines all fields. Changing it alters the form without touching HTML. - Versioning: Submit two reports for the same building with different timestamps; only the latest appears on the responder map.
- Honest scoring (July hardening): Disconnect the AI backend and submit a photo — the UI states "AI analysis unavailable, photo will be scored without AI analysis," and the score reflects the absence rather than an invented number.
- Rescue acknowledgment (July hardening): Send a rescue signal, then acknowledge it on the responder dashboard — the sender's device shows a sealed "a responder saw your signal" receipt.
As submitted in April 2026, VERITAS meets every mandatory requirement of the UNDP InnoCentive Challenge, with two requirements (offline photo AI, and AI-powered features generally) honestly marked partial where the architecture is present but calibration or wiring remains — declared rather than overstated. The prototype is live, offline-capable, multilingual, and fully testable. The written proposal and pitch video were delivered with the submission.
The July 2026 hardening pass has since made the engine execution-verified, the scoring pipeline honest end-to-end, and added a sealed rescue-acknowledgment capability — strengthening the same requirements without altering the compliance position.
