Turkish stop words wrong decoded

Turkish stop words has wrong decoded.

These characters are special
I -> ı
İ -> i
Ö -> ö
Ç -> ç
Ş -> ş
Ü -> ü
Ğ -> ğ

Recently we had some modifications on all the stop words dataset.
Does this issue still exists?
