Add Bicep to "Download a template for automation" on new resource creation

**Overview** 
The Bicep team has recently enabled using Bicep as an option in export template blade for resources.

However, this is not available in the walkthrough/wizard when you create a new resource and select "Download a template for automation".

**Solution** 
Please enable Bicep as a choice when selecting "Download a template for automation".
