Investigate combining mlflow3 and mlflow docker services

Description

Investigate whether the docker_mlflow3 and mlflow docker services are doing the same thing. If they are, combine them into a single service and remove docker_mlflow3.

Tasks

• Review both docker_mlflow3.py and mlflow.py implementations
• Compare their functionality and configuration
• Determine if they can be safely combined
• If combining is viable, merge them and remove the redundant file
• Update any references to the removed service
• Verify tests still pass
