Add Type Annotations

This issue is to add type annotations to the code, so that it can be used with static analysis checkers like MyPy.

Note that type annotations may not be well supported for older versions of Python. For example, Python 3.8 and Python 3.9 which are currently supported by CCSDSPy do not.
