Add blind spots from Modlin et al as region list for masking variants

Add a BED file of the regions of systematic low coverage/poor mappability reported by Modlin et al

I believe a .py script like that written for the other as region lists may still need to be added to tb_variant_filter/src/tb_variant_filter/masks/.
