Augmented stirling boilers half as efficient in 1.8.0 and beyond

As of 1.8.0, stirling boilers are half as efficient as they were in previous updates.

In some ways this is a re-opening of #33, which was closed due to two communications issues:

1. The issue is reproducible on a regular 1.20.1 instance, and is therefore unrelated to the modpack discussed in the original post.
2. @ChiefArug never clarified whether the behavior was intended or not in the original thread before the OP closed the issue.

In 1.7.1:
16 logs consumed to produce 48 Buckets of Steam

In 1.8.0:
32 logs consumed to produce 48 Buckets of Steam

Tested with Oak Wood Logs as fuel, with both standard boilers and boilers upgraded with Reinforced Integral Components.
