Empty file type filter in Open dialog #15992

Describe the Bug

When attempting to open a new file in Collabora Office on Windows, the "Open" dialog lacks a functional file type filter. Instead of displaying a dropdown or list of file types (e.g., .odt, .md), the filter area is empty, rendering it impossible to narrow down files by extension or category.

Steps to Reproduce

  1. Open Collabora Office and click the "Open" button to select a file.
  2. Observe that the file type filter dropdown is empty.
  3. Attempt to filter by file extension (e.g., .docx or .txt). No options appear.

Expected Behavior

The file type filter should display a dropdown and allow the user to select a file type to filter search results efficiently.

Actual Behavior

The user cannot select specific file types (e.g., documents, spreadsheets) to filter results. Screenshot attached shows the empty file type filter.
