ServiceMonitor rejection on OKD 4.19.0-okd-scos.1

Issue

When installing compliance operator on the cluster and using the built-in monitoring stack, the service monitor will be rejected and not admitted due to Prometheus Operator, not allowing any of the ca fields of the TLS config being populated.
