TWRP still unable to decrypt data partition on latest stock rom #1

Device codename: <sakura_india>
TWRP version: <3.3.0-v28beta>
WHAT STEPS WILL REPRODUCE THE PROBLEM?
<Boot into twrp. It asks for password to decrypt data partition, There is no password or pin set on the device.>
WHAT IS THE EXPECTED RESULT?
< data partition should be mounted using the default password as used by the android system >
WHAT HAPPENS INSTEAD?
< Keeps asking for password >
ADDITIONAL INFORMATION
<The phone was always updated using the updater incremental patch update, never fastboot flash>
<dmesg says EXT4-fs (mmcblk0p57) VFS: Cant find ext4 filesystem>
