Request: add a heading to the problem set

Right now, there isn't a way to add a heading or a description section to problem sets. I believe this feature was added to the underlying assignment-viewer; it's just not tied into the doenet.org Problem Set.

If one tries to add an empty problem for a header, it increments the problem number so it starts with problem 2.

@anuragkatyal, I have confirmed that assignment-viewer can designate documents as "descriptions", which means they won't be added to the problem count or have their credit achieved be included in the overall score.

Would it be useful to have one be able to designate different items in the problem set as "descriptions"? Or, do you just want the ability to put a header at the top?

I can imagine a header having instructions for the entire problem set while an instructor wanting to insert instructions for hand written work to be turned in for the last n problems. Would be nice to be able to insert inert documents where needed but I'll take the header for sure.
