Whinlatter support

In preparation for the next Yocto LTS release i have added support the latest release 5.3.

There are two patches needed that are submitted as PR:

• CMakeLists: drop PYTHON_INCLUDE_DIRS from interface pybind/pybind11_json#77 (this one needs to be send to meta-openembedded maillinglist)
• CMakeLists: remove linking to librt linux_libnfc-nci#3

I'd like to open a PR, but there is no target branch to select.

I created a whinlatter branch for preliminary work for the wrynose LTS, so you can open a PR once you are ready. Whinlatter itself won't be supported much I assume, but wrynose would be great to support from the start :)

That was the plan. I don't think there are many breaking changes from whinlatter to wrynose. Only the npm fetcher might be getting disabled soon got disabled https://git.openembedded.org/bitbake/commit/?id=355cd226e0720a9ed7683bb01c8c0a58eee03664, which will break everest-admin-panel recipe.

Even the admin panel pretty much just uses the npm fetcher for this shrinkwrap feature, the actual web app is just fetched via a pre-built archive (which I should update to the latest release soon)
