Build and packaging tool #40
Description
This project should use a modern tool to manage dependencies and automate code formatting, testing, documentation generation, packaging and so forth. Poetry is suggested.
A related issue is where the package should be published for users. The public Python Package Index (pypi) should be considered, but an alternative repository controlled by FIX may be considered.
