I use this tool to control the TDP power supply to my cpu to under volt it and it fixed the issues like voltage drop,frame skip,etc when playing games thank you for the developer who made this.
Even though these features are hardly blocked by the hp bios but this tool is applying the configuration.
In previous I have tried many tools to do this same thing but it never helped or fix the issue.
I am able to under volt my cpu by 35(w) in base and 38(w) for boosted it really helped for me then after this it gave a stable performance and cpu utilisation around 70 - 80 % without any drop in voltage while gaming

Could you tell the config/args you passed? I'm using a similar CPU

After extracting the zip file i run this cmd in the extracted folder cmd : ./ryzenadj --stapm-limit=35000 --fast-limit=40000 --slow-limit=35000 --tctl-temp=85 this helped me to undervolt i am using windows 11 and my system is Laptop .In which part you need clarification
