Barcode non-purchased items

I have not found any discussions about enabling an ability to create and scan barcodes not associated with a commercial product. Here’s what I find a big need for. People canning their own food items, people buying in bulk ie sides of beef or bulk items such as cheeses and that get repackaged at home. I run a meat smoker often, vacuum packing foods and canning many things.
My need is to then inventory those smaller packages, monitor their consumption and generally do all the things that are done with commercial items.
Has anyone seen this or considered it important?
