[Content Gap] Add post-2020 Federal Data Strategy resources #940

What needs to change
The Federal Data Strategy section of the site stops at the 2020 Action Plan. No subsequent annual plans or related CDO Council work products from 2021 onward are listed. Visitors relying on this site for current federal data strategy guidance are missing several years of activity.
What to research
Before creating any new listings, research what actually exists and is publicly available:
Annual action plans:
- Visit https://strategy.data.gov and check whether 2021, 2022, or 2023 action plans were published. If they were not published under subsequent administrations, add a note to the 2020 Action Plan entry (see Issue 26) rather than creating empty placeholders.
CDO Council publications (2021 onward):
Check https://www.cdo.gov/resources/ for reports and guides published after 2021 that are not yet listed on resources.data.gov. Known candidates based on the audit include:
- CDO Council Data Inventory Report (may already be listed — verify)
- Any CDO Council AI guidance published after 2022
- CDO Council workforce development reports published after 2021
Federal Data Strategy website status:
- Confirm whether strategy.data.gov is still actively maintained or has been archived. If archived, add a note to all Federal Data Strategy resource listings indicating the program's current status.
How to add new listings
Follow the same front matter format as existing summary files in pages/_summaries/. Tag new entries with the federal-data-strategy keyword so they appear at https://resources.data.gov/keywords/federal-data-strategy/.
How to verify
Visit https://resources.data.gov/keywords/federal-data-strategy/ and confirm any new resources appear correctly in the listing.
