The outcome of this issue will be "accept" or "reject" of the proposal. In case of "accept" create more granular implementation tasks:
- Serialize/deserialize txs to/from a log
- For validators: periodically publish the log of confirmed txs
- For nodes: import log(s) and replay confirmed txs for quick reconciliation
