Rename cap's and skill's api to `cap_` and `skl_`

Hello everyone, I'm going to rename cap's and skill's api name from `c_` and `s_` to `cap_` and `skl_` according to the command of professor Cao. 
I'm waiting for these prs #22 #31 #32 to be merged and then I will rename them all.
