when changing the profile language in Jira the issue tracker stops working

After changing the profile language in Jira, any configured issue tracker that uses an access token from this profile stops working because the issue type cannot be found any more.

Reproduce:

1. set Jira profile lang to NL
2. configure issue tracker in a report to use issue type = TAAK
3. change Jira profile lang to ENG
4. try to create an issue for a metric and see api error.
