Precompilation fetches the registry from scratch?

Does precompilation somehow fetch the registry from scratch? I'm trying to precompile BinaryBuilder2 and it's taking forever. I see there's a suspicious git process cloning the entire registry at ~500 KiB/s into a temporary julia directory (/tmp/jl_*). For the record, on this machine I have an empty JULIA_PKG_SERVER because from time to time I need to check out different branches of the General repo, but this means that a new temporary depot is created I need to clone the entire General repo, which is large.

For the record, git cloning has finished, but precompilation is still going on strong 🫠

Yes, so precompilation is rather heavy right now because we setup the full toolchains for a few platforms. This ensures that we travel a whole bunch of codepaths in BinaryBuilderToolchains, but it also means we actually do all the work to fetch the registry and use it to choose JLL versions, etc...

It was a pretty significant speedup when I first added it, some of my caching improvements have probably cut that down a bit since then, but I still think it's useful.
