Quota fill "all (buys)" does not count correclty resources bought by that city

the adjust custom value city property event (count absolute) counts the "wine(buys)" on a trade route.

10 wine sold to that city will show 10 on the custom variable.

If you count "All(buys)" instead, the count will be zero.

After testing and failing to replicate, it seems that the problem is a bit more complicated.

the all buys is definitely not counted properly though. I commonly get all buys with a lower score than the sum of all the buys.

on one map, i sold 30, but the count of all remains 24.

on my test map, i get a fish buys higher than all buys for that city.
