paginate parameter does not work #17
Description
If I change "paginate" query parameter nothing is changed. For example, GET request http://localhost:8000/users/?paginate=20&page=1 or http://localhost:8000/users/?paginate=3&page=1 has the same result: 5 users with limit 10
