Updates to Actions menu in admin screens

Right now, we have a wide button bar appear on hover over rows of Clients, Reservations, Prints and Users. While this has been a good space-saving, dynamic measure, it's not a standard UI practice, and presents some challenges around indicating which rows the buttons are for, other data being covered up, and accessibility.

I'm wondering what the community's thoughts are around re-designing this. Some options on the table:

1. replace hovering with clicking/tapping; provide row highlighting on hover, but don't display the buttons straight away
2. use an accordion to reveal the actions for the row
3. use a model window to show the available actions or fields that can be edited
4. switch to single button "Actions" which, on click, reviews a vertically-stacked menu of options available for that row
5. Provide a multi-select ability, and actions above the table that can be applied in bulk

I'm happy to mock up some examples and share them here

I filed a bug regarding the Actions menu long time ago (#301). The suggestion then was close to option 1, with row highlighting, because it seemed to be easier to implement, but if the interface is going to be redesigned, I would probably choose option 4, with option 5 as a possible improvement but maybe not the default. I am also curious about option 2: ¿what would the accordion look like?
