Crash with water balance error with FATES uses historical transient landuse forcing #1525

Describe the issue

We have started hitting an endrun error in the water balance check in CLM when testing FATES with historical transient land use forcing.
NorESMhub/CTSM#186

The details of the bug are on the NorESM/CTSM github, but given that this error is only triggered by a specific FATES driver configuration, it seems appropriate to repost it here

Kjetil has narrowed this down to points in tropical rainforest, undergoing landuse transition that also have low or maybe 0 QVEGT (only looked at daily outputs so far).

We have also triggered bug in the coupled model, and so at the moment aren't able to do the historical transient simulations :/

and notes the one should include h2o_err in the hist_fincl1 to be able to interrogate it.
