nvlink partition monitor should support direct logical partition updates

Currently, tenants cannot change the logical partition of an nvlink interface (GPU) directly to a different partition. Instead, they first have to remove the interface from the current partition before attaching it to the new one. The nvlink partition monitor should instead support direct updates.
