Describe the bug
Upon obs startup, until the scene becomes active at least once, the Spout sender feed is not started
To Reproduce
Steps to reproduce the behavior:
- Create scene A, Scene B, add spout filter to scene B
- Select Scene A, feed works fine, close obs and open it again
- OBS opens up with scene A, there's no spout feed
- As soon as i click scene B feed becomes active and available, i can then move to any other scene, everything works correctly
Expected behavior
if spout filter is active on a scene (or a source) it should activate automatically upon obs startup and not wait until the scene/source becomes active at least once

- OBS Version - 31.0.2
- OBS Spout 2 Source Plugin Version - tried with latest buid and previous build
