Browse buttons open to install directory or specified path

Currently the Browse buttons default to My Documents and will remember the last specified path, so if you chose a file like C:\banana\ZOOTDEC.z64 then the next time you click Browse it'd open to C:\banana\

My proposal is to change the default to match the install path, so if the downloadable randomizer is located at C:\fruit\ then clicking Browse for the first time will display the Open window at that location. If the user has manually typed in a location without clicking Browse, the Browse button will instead open to that location.

There's not often a reason to pick a file from the rando install directory, and with changes like #2372 it will become even less common. So we're going to keep the current default.

I dunno about others, but I like keeping my programs and the files they work with fully contained if feasible without much work (this became more tiresome when devs started storing shit in My Docs, App Data etc.), in this case I put my unmodified copy of the Ocarina of Time ROM in the same place as the randomizer program.

It's less about what users like doing, and what the operating system recommends. Especially as OSes head more towards immutable files outside of the user directories, and installing applications via package repositories which restrict the permissions of those apps.
