Distinguish between countries as spatial regions and countries as organisation

Description of the issue

In the context of issue #1449 we discussed at the last OEO dev meeting brevely that we have to distinguish between

• countries as spatial regions, defined by their borders, and
• countries as organisation, which are actors and doing things.
