fix(CI): move zizmor suppression inline in Update-Index.yml

Org-level shared secrets intentionally used outside a GitHub Environment.
Replace .github/zizmor.yml with inline # zizmor: ignore[secrets-outside-env]
comments so the justification lives next to the suppressed lines.
