OSM Special Power Plant Categories Support

Disclaimer: The OSM implementation is still a draft PR (#236). This issue will be valid once the PR gets approved, as it represents enhancements for future development.

Description:
This feature extends powerplantmatching's ability to work with specialized power plant categories in OSM data that are currently underrepresented or difficult to accurately identify:

• Enabling systematic tagging and identification of captive power plants (industrial self-generation) in OSM data
• Adding support for distributed solar generation (prosumers) from OSM sources, including rooftop installations
• Integrating with satellite image processing and machine learning tools to enhance detection of these specialized facilities in OSM data

This enhancement will significantly increase the comprehensiveness of power plant data available through PPM.
