Changing hotbar slots does not start first input timer in 1.4

Describe the bug
The timer does not start when switching hotbar slots when it is set to first input.

To Reproduce
Steps to reproduce the behavior:

1. Set the timer to first input
2. Load into a world
3. Change hotbar slots with hotkeys (not scroll wheel)

Expected behavior
The timer should start upon switching hotbar slots.

ah, the reason this is broken is the same reason clicking the same hotkey triggers first input: it checks if a hotkey keybinding was pressed, not that a slot was changed. I'll fix this more generally in the timing complaints update, thankfully there's not enough pre 1.7 runs where it matters terribly for verification atm.
