Make ros1_properties work both with roboyio and conio #152

Currently to make ros1_properties work with ravestate_conio, the line #rospy.init_node(node_name, disable_signals=True) in sync_ros_properties() has to be uncommented. To work with ravestate_roboyio the node should not be created.
