[DOCS]: Improve contribution format to incorporate exam papers of multiple years

Description

Currently , the contributor needs to give a PR updating the drive links with the question paper. Specify that a PR need not be given if there is a pre existing drive link and the new set of papers can be directly updated in that pre existing drive folder. If there is no pre existing drive link, a PR needs to be made with the drive link being open to edit by all.
