Added xaml support and upgrading to Turbo Module for windows

Hi folks,
We’re part of Microsoft’s React Native Windows team and would appreciate a review from the repo owners.
The New Architecture is available in React Native Windows starting with v0.76, and we’re working to ensure community modules remain compatible and can leverage the new features.

Please note that with the upcoming v0.82 release, the legacy (Paper) architecture will be deprecated.

Currently, react-native-video uses the Native Module system. Turbo Module support has been implemented in this PR:
