GE Signa - coil/hardware files

• Create an application that will reslice GE Signa coil/hardware files into the appropriate location for reconstruction.

1. Read MRAC and manifest.
2. Load suitable coil files and scale to LAC, accounting for bed position.
3. Rescale MRAC to LAC.
4. Keep coil files and MRAC separate.
5. Output Interfile
