nc4print and ocprint are not installed when built with cmake

I think this is intentional, and the bug is if these are installed with autotools. These are internal tools and not documented for user use.

I'll take a look, it would make sense that @edhartnett's suggestion is correct. I'll take a look when I can circle back around here to netCDF issues in short order.
