Build llvm without ATL

Works in Visual Studio 16 2019.
May be will work in Visual Studio 2017 if append to command line "-DLLVM_ENABLE_DIA_SDK=OFF" (look at file llvm-project/llvm/lib/DebugInfo/PDB/CMakeLists.txt)
