Code folding settings not working #9129

What happened
The code folding preview option is not working as expected.
Even if Content Preview is unchecked, code folding still opening preview.
There is other bug that editor insists on unfold my code automatically, while still folded and i just moved the mouse around editor.

How to reproduce
Uncheck Content preview.
After fold the code in editor, code can be previewed.
