`extendContext` doesn't affect pre/postNavigationHooks contexts

As discussed in person w/ @janbuchar , the (pre|post)NavigationHooks are not affected by the return type of extendContext.

This is caused by the calling order in the context pipeline.

If this is expected, let's at least add a note in the docs.
