Add automation that updates the update graph when a new SpiceDB version is published

Related to #354 

This repo often lags behind the existing releases because we have to update it manually. There exists a `mage` command for it, but it'd be nice if there was automation that triggers on a SpiceDB release to run the update here and then generate the new graph
