Add the ability to extend the volume size for supported cloud providers: AWS, GCP, Azure, DigitalOcean, Hetzner Cloud.

1. Increase the size of volume
2. Extend the file system after resizing

@vitabaks curious about this! If we change the volume_size parameter, for example on Hetzner cloud provider, how would it act currently?

Currently, if this works, it is not officially supported. The purpose of this task is to check and improve where necessary, such as extending the file system after increasing the volume.
