Add all-develop test #600
Description
Upgrading dependencies in Palace is often labor-intensive. Recent developments in the build and the test infrastructure are opening up a new possibility: scheduled builds and tests with develop version of packages.
Adding this type of tests will allow us to catch issues earlier and also to more easily identify problematic commits in upstream dependencies (instead of bisecting the git histories).
