When specifying :config-file on the command line with no :port, :start-nrepl-cmd has to be specified on the command line

When specifying :config-file, it is not possible to specify :start-nrepl-cmd (solely) in the config file.

The error is No nREPL port available - either provide :port or configure auto-start
