How to restrict user access?

I logged in an employee for example: bhakta
Login as "bhakta" user I am able to update/edit the records of other employees. I have to restrict this user to view/update/edit for other employees records. Even I want to restrict reports. Admin should be able to view/update/edit information for all the employees. Where as employee should be able to view only his/her information.

The problem is similar at the Organisation.
I join a user to Sales Org and allow the (05-Measure data menu item).
The User can modify Sales Org and other Orgs's KPI.
And the User should see only the Sales KPI reports.
