[DATA] Sanitize "Additional Filter" data

Thanks to AI, I was able to work on normalizing the data. You can see it in the public data folder, specifically the .csv files: https://github.com/billimarie/prosecutor-database/tree/main/public/data/normalized

If you're still interested in helping, there is an opportunity to add a ton of columns. See this list as an example from 2020: https://github.com/billimarie/prosecutor-database/tree/main/public/data/normalized
