HTTP 500 error saving User Camera Access Permissions

Click on User
Click Edit Access List
Click Restrict All
Click a few cameras to allow them
Click Save Changes
Error 500

Upgrade to 3.1.13 did not affect the problem.

Oddly, no error occurs if all cameras are enabled.

Also no error occurs if just a few cameras are disabled.

It seems the code breaks when a certain number of disabled cameras is reached.

Note: we have around 190 cameras on our system.
