Research: Convert to use Hugo

Hugo is a more modern, optimized static site generator. It is written in Go, so it has the potential to be a lot more performant than Jekyll (which it also is, according to comparisons made by other people).

We should look into Hugo and see if converting our web would be a worthwhile exercise.
