chore(release): bump version to 1.3.2-beta

Pre-release that extends Route-via-Xray with dual-stack TPROXY: IPv6 tunnel traffic now also enters Xray via :: dokodemo-door and follows the routing rules (was v4-only in v1.3.1-beta). Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
