Extend proposal to support skills

We are looking at how to support skills prior to MCP supporting skills.

Initially, probably we will support just installing the skills but it will be a bit complicated.

Long term we may want to support both modes as there are two very different workflows here, in terms of installing skills to disk versus load the latest always from MCP.
